Agreed, it is all about texting, I think it's to free up/reduce radio communication. What the document had said was that 4DLINK would, among other things, have the ability to have the ATC directly communicate with the aircraft's computer so they could upload flight information directly. I'm going by memory, it's something like that. If I can find the link I'll post it.
