If I am not mistaken, the shares were purchased by Harkema and Hultink and not Payne as stated in a previous post. In reviewing the last PR regarding Hultink it appears that he was classed as an insider controlling almost 13% of the common shares. Just a guess but to claim control means you vote the shares. That leads me to believe the voting lock up agreement referred to must have terminated.

Just a guess...... perhaps the company can comment?
