9.1 Option 1

Audio shall be encoded in AAC format using the following parameters:

Audio shall be encoded for the aircraft environment per WAEA 1289-2, Rev. 3. (The private bit in the audio header shall be set to 0.???)

When transcoding from digital source to AAC, care should be used for not clipping and implementing similar dynamics.

Sampling frequencies (in kHz): 22.05 (speech only), 44.1 and 48.

Amplitude resolution: 16 bits/sample

Bit Rate : 32 Kbps (speech only) / 64 Kbps per channel / 128 Kbps per stereo channel

No Variable Bit Rate

Note: AAC licensing is an issue.

My question:

After five years of hearing that the key feature to MOS was the ability for it to handle codecs without the need to transcode, wouldn`t/shouldn`t MOS be implemented to playback the master audio in any codec and eliminate the expense of licensing the ACC codec?
