You are right. It was actually said by Al Pacino in a movie for TV, where he depicted an aging mafioso who took under his wings a young recuruit, (who in real life was an FBI agent), and thought him the inner codes of honer and the lingo of mafia brotherhood.

There was a scene where they spent some time discussing the real meaning of the phrase "Foghadaboudit", depending on the infelctions and emphasis placed on how it was said...
