I suspect that most, if not all, of these positions were filled by internal candidates. Someone had to be performing these tasks (as an added duty); they opened positions, the incumbent got it, everybody moves up internally, and new hires come in to fill ``lower`` or less appealing, vacated positions. This would explain the ``quick fills``. They gotta post the openings for a couple of weeks to qualify as an Equal Opportunity Employer. Perhaps we should watch `em for other positions (vacated) opening up.
