I've wondered that myself per DM they have 600+ but then you have to throw in the defendants n their council etc., Probably if not directly involved in litigation, but just hearing/knowing DM carried us I'd bet they could.
IMHO If an edig employee wanted to buy shares on open market he could - mgmnt is another story and they just have to file to do so i believe.
