to $1.50 or $2 on news of a significant settlement, does anybody care whether they bought at .08, .125, .18 or .22 ?

What they care about is if they have established a sizeable position near the lows...1/8 , 1/4, or 1/3 of a point is a nice place to have established a position when you know settlements are actually happening.
