became associated with Italian immigrants coming thru Ellis Island ...if they didn't have a passport..they were designated as such and their papers were stamped with the letters WOP! not only Italians but anyone from anywhere had that designation stamped on their papers if they fit the category.

it just so happened that it became known during the largest Italian immigration period to the USA
