There is no suggestion to settle...

The Court can ORDER you to attend DISPUTE RESOLUTION of some kind at any time...This is a part of the Rules of Court, aimed at litigation reduction and speedy resolution of disputes...

For example, if the Court sensed that the parties are very very close to settle the matter, but it has become a "Splitting of Hairs" issue they can ORDER the parties to avail themselves to DR...

Ordinarily, this is voluntary "NAVY STYLE", but it can be ORDERED...

After they participate in DR and still are not settling the case, they can have their trial. They are not ORDERED to "settle"...
