I don't think there is any way of knowing from this guys perspective. Of all the infringers to date I believe they (Samsung) likely infringed intentionally and knowingly which puts them in a different catagory than Nikon, Olympus, LG, Casio, Avid and Sanyo. It's entirely possible that settlement with them may involve strings attached (perhaps partnering) or extra-ordinary lisencing fees or both. This could take time. There is however, an incentive to settle this quarter so lisencing fees can be co-mingled with those that have already settled. This would obscure the terms of the settlement to those seeking to decifer whats going on.
Another observation that may have merit relative to Duane Morris announcing the next round of settlements is...... I think the next round of infringers will be announced once Olympus, Sanyo and Avid settlements have been finalized and announced. I think notifying a new round of infringers will have more clout if it is announced in conjunction with the most receint round of settlements. I'm not sure they will wait until Samsung is finalized. I guess it depends on how immanent that settlement is.
