I guess the question is..... are the shippers more worried about lawsuits than the pirates? To me that's a no brainer.

As for our troops in harm's way, I don't think they're concerned about court martials when they're taking fire. There have been and always will be imapproriate actions taken by a small number of soldiers. That doesn't mean that everybody stops shooting at the enemy out of fear of retribution.
