I suspect it's all about the merits of the cases ... I don't see judges colluding to hand out big awards until they feel like doing something else. They deal with the case based on the facts. Win/loss records per annum is just crap.

The Eastern district earned a reputation for speed and efficiency. That attracted a swarm of attorneys, some with better cases than others.
