It depends on the violators rank. All HL's can actually delete posts they feel violate Agora's 6 rules if the violators rank is either Mail Room and Treasurer. HL's can also simply flag posts of Mail Room or Treasurer violators if they want a second opinion from another HL or Agora the message was actually a violation.

If the violator is Vice President, President or President Plus (HL), HL's can only flag the infraction for another HL or Agora to act on.
