RP does know the approx number...the minimum number would equate to the number of proxy statements sent out for a shareholder meeting. To that they would add an amount for those individuals who have multiple accounts as many do.

I can recall RP stating that 20k or 25k was a fair amount. This was in response to an email and posted on the board.
