The phase change you are reading about will be devised in similar cross point architecture as NOR to comfort the status quo.
Status quo will have to worry when Phase change is devised serially as NAND.
As NAND is cheaper to produce and gain density over NOR architecture....it will be cheaper to produce a phase change serialized architecture.
There not there yet and will cater to status quo, however, in the end it will come down to cost to produce.
