Actually, I did not spear head this thought process, it has come from lengthy discussions amongst others, and I was just brought into the picture for opinions, so I'm trying to assist in how as DRVEN said, "how do we organize the troops?" This question prompted my post.

You are very correct, that this is a difficult and potentially expensive task to achieve. Right now it is discussion, and if it turns into a real pursuit, all ducks must be in a row.
