Those who have Billions in the piggy banks, i.e. Samsung, Sony, Apple, TI, INTEL, etc. would and have spent some of that money in the past to cover up their tracks in having infringed on the patents of others...

During the last Administration they spent a lot of money in creating the term Patent Troll, and to they tried to have legislation passed to curtial the so called "Patent Troll" activity. It did not happen then, and it won't happen now.
