At this particular point in time, EDIG might not have accumulated enough X-Licenses to acheive their goal of being that buyout company. As time/settlements pass and the portfolio grows, EDIG value rises.

Also, I don't believe they will have to go to Samsung and ask for their permission to use a x-license.
