Yes, that can happen, but there is a 2nd step, then 3rd to complete the violation process. I appreciate your observation, but I respectfuly must disagree that this is not deliberate. One has 3 chances if an error hitting that button occurs.

As a HL, I can see what is stated by the flagger, should they add comments, in the manage violation tab.
