Have they had a reason to ? When companies like Ford, Citibank, etc became penny stocks recently we saw investors reload and move north as a result.

When an undervalued opportunity presents with calculated risk, they will respond accordingly. Some "elements" are in place and management is telling us the rest will fall into place in 2010.
