I recall speaking with Robert last year and he indicated that the original deal with APS was for the airline application only. Any deals outside of this would be handled by e.Digital.

It would seem reasonable that EDIG could have written a new agreement with Wencor to handle the train deal since Wencor has the marketing team and service infrastructure in place.
