There is a reluctance of patent infringers to negotiate and ultimately take a patent license without at least the threat of legal action.

There is a method to consider....it does not require the court other than the threat.

Perhaps they are going to show us some negotiations that did not involve the court....

The elements could be just about anything at this point....whatever they are, they seem to feel that tech investment funds will take a look see.
