Adobe and Apple were old rivals back in the day, this is little more than an extension of that rivaly. The iPad is more than capable of running flash. In fact there is already a flash enabled safari running around called "Frash" (lol). It works pretty well considering it has no native support.
Then again Apple has never given native support to flash, which is why it works so much better on PC's.
Flash is still used on 98% of all internet connected computers and on 85% of all the top 100 websites. Nobody is going to throw Flash away just because an iPad refuses to run it. Especially now that flash-enabled Android phones have overtaken them so rapidly in market share.
