He simply is doing so to meet some SEC rule requiring that high level insider management personnel must get out of the loop for a period of (90 days) before they can sell some of their portfolio in comapny shares...

He wants to do the same thing FRED did during the last run to $24.50 and banked several million dollars...

This implies he expects the PPS to be rising from this point within 90 days, and any reasoable mind would see this as a positive indicator...
