I agree with "ib" and also feel it is reasonable to assume DM/EDIG are on an entirely higher level than "P" from the get go. The mistakes made over there can be avoided making better choices along the way and after the fact.
A positive MHR does not mean the PPS will all of a sudden rocket to the moon, it's what is done next.
