There are a bunch of android apps out there that do the same thing, prevent texting, emailing, web surfing etc when you are going more than 10 mph. They have a couple of problems however:
1) They require the smartphone to have the GPS turned on at all times to detect when you are moving at a high enough speed. GPS drains the battery quickly, so you would have to recharge every few hours or be plugged in.
2) They are easy to override, and even delete from the phone. Kids are smart enough these days that they overcome these "no texting" apps faster than the parents can install them.
The structure of the iphone ios prevents any downloaded app from taking control of the texting or email or web apps, so they do not work on iphones that have not been rooted.
