That is why there is advance planing, think tanks and models done. At the least, you get them to higher ground and out a friggin hole below sea level!

While there is plenty of blame to go around in regard to the slow federal and state response, New Orleans FAILED as a city. Their mayor is a complete buffoon, who did little before the hurricane, and all he does now is get his ugly mug to the TV complaining and blaming others for his shortcomings. Typical of his kind of politician/leader.
