I have personally asked this queston to Fred in the past. His response was first you are correct there are only certain periods when he as well as board members can purchase stock. But even that time is closed when an announcement is about to be made, or if he is aware of any major events or transactions that are in the loop that could greatly effect stock price.

From what it appears like to me with everything going on with Nunchi and its potential suiters and the patent review along with any communications that must be going back and forth with the patent bureau as well as negotiations that may or may not be going on with possible licensees I don't see how Fred or any board member could possibly be allowed to buy or sell a single share at this time. JMO
