We know there's money in the coffers to proceed now; I take it the 'executing strategy' is what they are doing with IPmetrics n nothing more, yet anyway.

Some new subtle wording in there; the ' fair, reasonable and non-discriminatory' part is imo to placate us to understand these are more nuisance fees to build us up financialy till the big-dogs are caged...
