The USPTO is not bound to a timeline when an RCE is filed vs a new application. Depending on the examiners workload, it can sit in his in basket until he can get to it.
Our law firm has done follow-up requests several times trying to get the file to the top without success.
An RCE gets no priority according to what Fred explained.
