This "law" obviously does not apply to OTC or PK.

Regardless, as for getting copy of EDIG's "accounts" they provide that quarterly.

Do they state what their goals are...yes.

Do they give guidence as to future EPS...no...are they required to...no.

If EDIG did not comply to the SEC rules as traded on the OTCBB they'd be pushed down to the PINKS. If you don't believe me, call Fred and ask him the question.
