It may tie directly to chip makers, depending on how e.Digital goes about this, as the mix to data is not in question, however, IMVHO, it does not have to tie directly to them....

Currently 737, in managing sour cells, is tied to data and where data is placed and not placed on an IC and chip makers have nothing to do with that process.

IMO, the issues will not be tied to chip makers so that things are completely random....no one knows how the random sour cells are managed or key rotated in management.
