Fidelity did not say it was a "law" but an internal rule they followed, so guess that makes it a law?

I can see why selecting specific lots to sell is beneficial, such as lets say one paid 10 cents 10 times, 10 K each over 18 months and the pps was 25 cents, you'd want to sell the lots 12 months or older to pay long term cap gains vs short.
