They were already "getting the word out" the moment they got notice the patent had been aproved, in other words, before it's publication.
At the SHM presentation (8-29-13) Nunally expected it to be published in 2 weeks or so, but it took much longer.
The hints made it clear they were already active in marketing it.
All the knowledge to market this IP are in house.
I get your point, but seriously doubt there is a need for another body.
