My point is, the transition of responsiblities was announced in those 2 PR, but we had to connect dots to figure it out.

The wording does not say, "IPM did what they were hired to do, we no longer need them, Handal is now in charge, but Tony will consult with them as needed."

If I were writing Fred's PR's that's what it would say...lol.

I am not certain my opinion is correct, but it makes sense to me none the less.
