In this case, I believe dismissed with prejudice (with prejudgement) means the claims and counterclaims, if any, of the case can't be brought before the court again. Without prejudice (without prejudgement) would mean the claims could be raised again in a court of law. Perhaps someone with more legal background might have a different explanation, but that is my understanding of the terms.
