For some reason Congress always legislates law to benefit a few. Putting the cart before the horse...etc (as in allowing an IPR after a civil case has started) is done on purpose.

It's done on purpose because it allows large companies, that in fact do steal IP, to keep on stealing.

If an IPR was preformed prior to a civil case being filed and the IP was determined to be de-facto...what does that do to the proposed infringer ?

He has no case and there are no real legalities to litigate in civil procedures.

All the civil procedure turns in fluff for the most part ....and the infirnger gets his.

Let the PTO regulate the technical issues that it allowed in the first place in granting a patent.

That would be too simple where many lose out... including civil trial lawyers.

There is no need for all the hocus pocus....its all done for one reason.... there's gold in hocus pocus.

So spin the wheel and lets get on with it, there will be no real change
