The judge agreed with Handal, after Handal asserted that it's not just about social considerations. RE: the fire station and home owner alerts example.
When the fire station is alerted before a home owner, the fire station alert is tuned to a hierarchy of information, be it ordered or not. With that, there is nothing in the patents dictating a specific sequence of events augmented by a hierarchy of information, social or other, where the home owner may or may not even be considered in an event.
