Can someone define "perfect security" ?

This is an interesting choice for a description of security. If perfection is not achievable and nothing is impossible, how could it be that we have perfect security??

In youth sports we have to take personal information for background checks of prospective coaches. Some are concerned about security and ask if we guarantee security? I tell them there is no such thing as absolute security - Maybe I am wrong?!
