This may have already been postulated but IMO this is accumulation and the mechanism for how it works is fairly simple.
Someone working thru FLCR has established the .33 bid price for which FLCR is accumulating shares. FLCR in turn is receiving a premium of a cent or 2 above and beyond the .33 for their effort from this instution / buyer or perhaps a service chare of some sort. It seems fairly straight forward given the circumstances as most other explanations are inadequate.
