Frankly, my forgiveness doesn't mean jack. What I would strive for (unsuccessfully too many times) is 70x7. Overall I would say you have to take an individual at their word, if they look you in the eye and say they've had a change of heart and ask for forgivness...what more could one ask? What more could anyone hope for themselves. Time will tell if there's been a true change. Punishment for any crime is intended to cause such a change...he's been punished.
