I think its wrong for an individual to report a violation and then proceed to process the violation. It should be handled by different individuals.

It brings up the point of personalities getting involved if a single individual processes the entire violation. I have noticed that a few prefer to do both and not let others HUB leaders process the decision.

Its a matter of fair play.
