Frankly I got this from the OPMG board at iHUB. I own OPMG, the Phone Guard anti texting app. There's a hub here too.
You are right, the youth will do it anyway unless the folks put this app on their phones.
A lady in her 50's driving a slick Benz sports car convertible about smashed in the side of my car last week when she crossed 4 lanes of traffic from right to left and I hit the brakes allowing her to pass in front of me. She hit the median concrete curb, looked up and stopped before she hit the car in front of her stopped at the traffic light.
I noticed her head was facing down when this occured and immediately felt she was texting. Sure enough at the traffic light I watched her finish the text message. I followed her into a shopping center where she was getting out of her car and said, "Mam, did you realize while texting you almost hit me had I not been alert enough to hit the brakes?" She got snotty saying "it's none of your business what I do." So I took down her license plate and told her I was giving it to a police Sgt buddy of mine then said, "have a nice day Mam."
Should of seen the look on her face...LOL!!!
It's a problem with all ages in CA.
