Even if phosphate rock prices don't make it economicly feasable to ship DSO over the next year or two, building the phosphoric acid plant first makes perfect sence as this would be prifitable right now! This would lower the shipping prices by 4-5 times,making it around 10-12 per ton as opposed to $50.00 per ton for DSO,this is why Wengfu will probably recomend this approach!! I'm as impatient as the next guy but this would solve the current problems and get this monster project underway giving clarity and visability. The profit margins are many times higher for finished products verses DSO.
