If you look at the Level II quotes it seems that large blocks are being accumulated and they are at even number of shares - which leads me to believe they are buying blocks that are being made available from Legend. This pattern makes no sense otherwise. I'm sure Legend mgmt doesn't want to state before hand that we will be dilluted, so a capital raise thru stock would explain the sharp drop and volume and would also dovetail with the Nov. 11th date on which the Environmental Impact Study is to be completed by the Gov't.
