Yes, but it's bringing jobs and money into the Mt.Isa area. There are always pros and cons involved when a project like LGDI's is being considered, but it seems that mining is big industry in that part of the world anyway. It seems to me from what I read, water is a big issue with what's going on there. From the way that article read the Mt.Isa city counsil is for some reason holding up the show. I would suspect most likely for more money from Legend or a sweeter deal. JMO
