It means that if they must, i.e. if it is the best way to raise money, they can "put" stock to a funder, at a pre-agreed discount) and receive money immediately. The funder will then (probably) sell the stock. This kind of funding if continually accessed creates continual downward pressure on the price and continual expansion of outstanding shares.
