Yes, I'm sure! A "letter of intent" (LOI), if I recall correctly, is enforeable, while an "agreement in principle" (AIP) is not. It is very nearly as good as having a signed and delivered deal, so a PR announcing such would be required. Having said that, I am not an attorney.
In any event, I've seen AIPs announced in PR's, and LOI are of a higher order.
That LOIs are literally flying around at this point tells me that progress toward a JV (or JVs) is more substantive than many are inclined to believe, and that we are very soon to enter a new stage in the history of LBSR.
