If that question is addressed to the forum for discussion, yes, as confirmed here by LBSR investor relations when I asked them on this site on the heels of that PR. It's the same party.
From what I know of these matters, non-disclosure never ends, unless it is with an agreement of some sort.
By the way, I would not expect too much out of this, if it comes about. More than likely there will be no cash, just a partner willing to front the money to drill one target at NPSP. Even then, and assuming success, the pipe will only be worth a total in situ value of somewhere between 100 and 300 million - an educated guess to be sure. Cut that in half and discount the remainder over 2-4 years, less costs, and then you may get a rough idea of present worth.
Very, very roughly you might be talking 10 cents per share in a few years at the most (for one mineralized pipe). That doesn't add a lot of value to the whole company at present, assuming JB still wants to keep the larger part of NPSP in reserve as a cash cow for later. That's what he said a couple of years ago anyway.
