I don't think so. Recall that these negotiations seemingly began earlier this year when POU was lower, but the recent PR mentioning the pending deal suggested that only language in the terms of the contract remained to be settled.
By the way, I took a look at a couple of charts and found something interesting. First is the spot price, and second is an Exchange Traded Fund composed of uranium miners. See here.

Note that as the price of uranium began to recover, the ETF was disbelieving. It actually fell quite strongly from early September to the middile of October, before it began to recover. Even now the index is below the range in prices experienced between early May and into early September.
I don't know what it means.
